Basically, he wants to require people to obtain a license before buying a gun, just like you need a license to drive a car. The license would involve a background check and a mandatory safety course.

The motivation behind this proposal is to reduce gun violence and ensure that people who shouldn’t have guns don’t get their hands on them.
